| Description: | a) Policy and strategic planning
Contribute to development of organisational policies and organisational Strategic Plan and support their rollout. Ensure that country specific strategic plans are prepared for each country in the Region in the context of the organisational policy, strategic plan and budget. Ensure that all Concern programmes in the Region are well designed, implemented and monitored in accordance with the country specific strategic plan. Lead and chair cross-functional programmatic planning and monitoring groups (PPMG's) and other thematic groups, taking the lead in one organisational programme sector. b) Leadership As part of OMT, surface, develop and address issues that contribute to the organisation's development. Take an active and leading part in strategic organisational partnerships on programmes prioritised in Concern SP. Contribute to ensuring coherence and synergy across Concern's Overseas programmes by ensuring Concern programmes are designed using lessons learnt, best practice and the organisations strategies and policies Develop key strategic institutional linkages with international and regional bodies relevant to Concern's work, proactively networking and exploring partnerships with such organisations, in line with Concern Worldwide strategic plan. c) Management Ensure the performance of the countries in the Region achieve planned objectives and targets. Ensure each Country of operation has a human resource plan and assist in the recruitment of CDs and Desk Officers. Manage and mentor Country Directors and Desk Officers as appropriate Work with Human Recourse Department on policy and best practice to ensure Concern adheres to the highest possible standards in HR management as outlined in the PIA code of better practice Manage Regional technical support staff based under 'Overseas Directorate' (currently HIV/AIDS and Humanitarian Advisor). Ensure effective management of all organisational assets and resources in the Region, Ensure Concern systems, standards and guidelines are implemented including Code of Conduct and humanitarian charter Ensure development and roll out of security management plans Support and make key decisions in conjunction with relevant SMT members in relation to personnel crises situations such as a serious security event, major leave threatening situation through accident or illness. d) Finance Overall responsibility for budget and expenditure within the Region in accordance with approved budgets and authorisation limits Ensure that co-financing is within the parameters of the agreed funding strategy Ensure income and expenditure within the Region is in accordance with approved budgets and authorization limits. Engage with donors on funding, advocacy and strategies relevant to the Region. e) Growth Manage Regional growth in terms of impact and budget as outlined in the organisational strategic plan Support the development and roll out of advocacy strategies. f) Team work Optimise organisational co-operation with other Regions and Departments to ensure adequate financial, technical and human resources are available to the countries within the Region. Ensure that suitable accurate information is available for use in publications, websites, and in communications with donors and the public. Work with the other OMT members to ensure consistent leadership, shared learning and to maximise the resources available. Undertake regular support visits to countries in the Region. g) Organisational learning Work with PDED, PPMG's, the Emergency Unit and other RD's to ensure effective organisational learning across regions, programmes and within programmes. Ensure all programmes are monitored and evaluated to a high standard through effective M&E systems. Organise and hold regional meetings, and participate in regional training and technical workshops. Participate and contribute to key organisational learning forums. h) Representation Represent Concern at e.g. donor meetings, Concern membership meetings e.g. EuronAid, Dochas Deputise as necessary for Overseas Director Partake in briefing the public through various media channels: TV, radio, print media. Person Specification Masters in Development / Management or equivalent Overseas Management Experience in a humanitarian organisation Emergency, Development and Advocacy experience Programming experience Strong management, analytical financial and communication skills Strategic thinking Ability to lead and work in a team Flexibility - willingness to travel, sometimes at short notice.
