Liberia Location: Bong County, Liberia (with regular travel to other counties) Reference No: MM/LIB/EC Contract terms: Unaccompanied Language Requirements: Fluent English Contract Length: 2 Years Start Date: as soon as possible Job Purpose: To act as the overall coordinator for the Engineering Section in Concern's Liberia programme. To assist in the planning of Concern future interventions in emergency and developmental environments in Liberia. To improve the quality of the Watsan and infrastructure rehabilitation programme methodology and implementation through effective engineering/construction practice and procedures and staff training across all programmes Main Duties and Responsibilities: While the coordination of the engineering work is the responsibility of this post holder and the engineering team, all engineering works must be agreed between the Area Coordinator (AC) in each location. At all times the AC will have overall responsibility for all activities in his/her area and will be the budget holder for such activities. The engineering team must assume the role of managing and monitoring the engineering expenditure and keep the AC fully informed such expenditure. Coordinate all aspects of the engineering activities, including assessments, planning and design of contract documentation and management. In conjunction with the AC and programme engineering staff, monitor the implementation and site supervision of staff and contractors. Ensure that all infrastructure projects are implemented efficiently and effectively, as per Concern Worldwide guidelines, best international engineering practice and in line with appropriate Government of Liberia Ministries Assist in the preparation of project proposals for funding, provide regular project and budgetary reports to ACDP and ACs. Be responsible for the capacity building of staff and contractors on technical design and best technical practice. Conduct technical analysis/reviews and assist in the formulation and introduction of policies relevant to the planning, design, construction operation and maintenance of constructed structures. Provide technical support to emergency and development programmes in developing quality environmental health and infrastructure rehabilitation programmes Represent Concern at inter-agency and coordination fora pertaining to environmental health and infrastructure rehabilitation programmes Ensure that M&E is incorporated into all environmental health/engineering programmes, monitor and evaluate the impact of programme interventions in the community/beneficiaries Ensure technical guidelines and Concern policies are adhered to within programmes Ensure Concern staff, local partners and contractors are cognisant and adhere to Concern's Programme Participant Protection Policy. Person Specification Education & Qualifications Required: Essential: Qualifications in a discipline related to civil engineering and/or Environmental Health/ Public Health Practical experience in construction of Watsan (hand dug wells, latrines etc) facilities, bridges and road rehabilitation, construction of medium size buildings and rural development projects. Experience in managing and training of staff and contractors on design, construction, technical standards, GPS, Water Quality Testing Good capacity in community mobilization and a knowledge of participatory approach in project implementation Sound IT skills, including Word, Excel and AutoCAD and excellent command of oral and written English and has ability to prepare project related reports/documents. Ability to lead and work as part of a team Flexible, adaptable, sense of humour, patience and most importantly initiative Excellent facilitation and interpersonal skills Analytical and problem solving skills Ability to work under pressure often to strict deadlines Ability to train local staff and contractors and ability to motivate and develop skills of others Methodical and thorough Cross cultural awareness and sensitive Awareness of gender issues Empathy with organisational goals Knowledge of computer applications i.e. Microsoft word and excel, email and AutoCAD Desirable: Experience of working in West Africa (or elsewhere under similar conditions) would be an advantage. |
