| Description: | General Description of the Programme:
GOAL South Sudan (SS) started working in Twic County in 1998, running an emergency relief project due to a famine throughout Bahr el Ghazal state. GOAL SS now runs public health programmes in the states of Bahr el Ghazal, Upper Nile and southern Blue Nile State. Public health activities include curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation. General Description of the Role: The main purpose of this position is to assess the financial controls and procedures operational in the field locations, highlight any areas of risk to GOAL and where necessary improve existing work practices with particular emphasis on the standardisation of procedures in line with recent GOAL directives and training of field finance staff . Overall Objectives of the position: To strengthen existing financial controls in the field locations with a view to improving internal controls, policies and procedures. Key Duties: Visit each of the five locations (three field locations in South Sudan and two support offices in Kenya) to assess and evaluate the existing financial controls, recommend and implement improvements where necessary. Assess the competencies of the current field finance & administration officers. Assess the capacity of the Sudanese finance & administration assistants within each field location with a view to the eventual replacement of the current staff with local candidates. Review current financial / logistic paperwork and procedures to ensure they are in line with GOAL standard templates. Ensure completion of paperwork is being done correctly and provide training where it isn't. Ensure all GOAL standard cash controls are in place with special emphasis on cash counts and reconciliations to the cashbooks. If necessary implement daily cash counts until the system is working without errors. Provide training to field staff on GOAL financial policies/procedures with a particular focus on budget management and donor rules / regulations Assess the method of payment of the monthly payroll in each location and advise on any improvements ensuring confidence and security are adhered to at all times. Review the payroll system calculation including taxation and pay scales particularly in line with other NGOs in each area and in line with GOAL policy Review current timesheet system in operation in each field site Advise and work with the field finance teams, field logistics teams as well as the Nairobi/Juba/Loki Logistics team in updating the field stock systems to ensure proper stock control procedures are in place and adhered to. Ensure that the Fixed Assets Registers are to up to date in each field location and all assets are tagged physically Update the GOAL South Sudan Finance Manual and roll out to each field location. Other duties as requested by the Financial Controller or Country Director Requirements: A qualified accountant (Chartered, Certified or Management) Three years post qualified experience preferably with GOAL / other NGO experience Work experience in busy, changing environment Excellent written and spoken English, outgoing personality with excellent communication and training skills Ability and willingness to work in a remote areas. Excellent computer skills including proficiency in Microsoft Excel and Word and if possible have knowledge of Sage desirable or a similar package. Ability to implement effective projects sometimes with limited resources. Good team player, flexible and capable of working with a multinational country team.
