Programme: Emergency Response - Georgia Responsible To: Merlin Response Team (MRT) Manager and Emergency Response Programme Manager - Health (ERPM - Health) Duration: 1 - 2 weeks Starting Date: Immediately Allowance: Between £12,854 - £14,338 per annum plus cost of living allowance of £4,833 per annum, insurance cover, return flights and accommodation. Please note this is an unaccompanied position Merlin International Profile Merlin is the only UK specialist charity, founded in 1993, which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. Each year, Merlin assists more than 15 million people, in up to 20 countries, through working with local healthcare actors including government, community groups and NGOs. Context and Background Russia has continued air raids deep inside Georgia, after it rejected Tbilisi's announcement that it had called a ceasefire and wanted talks. Jets bombed targets near Tbilisi, including the airport, and Russia said its warships had sunk a Georgian boat that approached and tried to attack. Russia took control of the breakaway region of South Ossetia, forcing Georgian troops to withdraw. Merlin is conducting assessments of the affected areas. Main purpose of the role To work as part of the emergency response team; responding to needs as identified by the assessment team and the ERPM - Health. Flexibly adapting to changing priorities and needs, and working in close cooperation with fellow team members. Overall Objectives (scope) To help support Merlin's response to the conflict in Georgia and South Ossetia. This includes provision of an effective and efficient medical service. Providing general medical support to the MRT Manager and the ERPM - Health and sector managers. Specific Responsibilities Develop and maintain all medical aspects of the emergency response, in collaboration with the MRT members. Design and implement emergency response health activities including the day to day activities and longer term strategy. Review patients and initiate treatment. Conduct on job training to the national staff. Conduct assessment of the community health needs and provide immediate and longer term responses as appropriate Responsible for encouraging community participation in health activities to ensure the long term ownership and effectiveness of the project. Ensure that the medical stocks and equipments are sufficient and the drugs/vaccines are stored and used correctly including emergency preparedness stocks. Support the implementation of referral and surveillance systems Ensure accurate data collection and disease surveillance from project areas and analysis of data. Compile epidemiological reports for inclusion in project situation reports and any other pertinent report, including dissemination of the same. Work with other Ministry of Health (MoH) staff, and partners and persons responsible for training health workers to ensure appropriate response capacity to immediate and longer term health needs. Programme Support Provide technical support to all health team members Assist the MRT Manager and ERPM - Health to establish systems and standards for regular assessment, monitoring and evaluation of the programme against its strategic aim, objective and expected output. Staff Management / HR Assist with recruitment and training of project health personnel necessary for the delivery of services Support medical national staff, trying to ensure that individuals work effectively together to achieve the project objectives. Enhance technical and management skills of national health staff through formal & informal training Other Carry out any other responsibilities as requested by ERPM - Health. Person Specification Essential Medical doctor with post qualification experience and a Diploma in Tropical Medicine and Hygiene Experience and ability to work in an conflict emergency context Strong administration and organizational ability Experience of compiling epidemiological reports Strong communication skills, with excellent written and spoken English Confident and proficient in the use of MS Office Experience of establishing strong working relationships with colleagues from different functions and cultures Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines Experience of proactively identifying and addressing issues An understanding of and commitment to Merlin's mission and values Desirable Understanding of security management necessary to live and work in insecure environments.
