Head of Programmes - Sudan
Base Location: Khartoum Grade/Salary: EG6/£23,281 pa
Contract: 12 months fixed term Ref: HOPS/IPD/0908
The purpose for this post is manage all aspects of Islamic Relief Sudan's programmes and humanitarian response work, including technical support and supervision, development of effective monitoring, evaluation and reporting systems. The post holder will also provide strategic leadership and technical backstopping to the programmes ensuring the development and utilisation of best practises for specific technical interventions and coherence and programming excellence of the same.

The successful candidate will have substantial experience in managing Emergency Response Operations with international NGOs and in staff management with proven ability to lead and develop a diverse, multidisciplinary and multicultural team. He/She will have broad experience in financial management, including development and management of budgets and maintaining sound financial controls. The successful candidate will have very good report writing skills and good working knowledge if ICT.

DIVISION/PURPOSE:
The purpose of the International Programmes Division (IPD), besides preparing for and responding to humanitarian crises and administering the orphan's welfare programme, is to guide, support and monitor the country programmes to ensure the continuous development of a global programme according to the International Strategy

DEPARTMENT/PURPOSE:
To ensure the provision of management and programme support aiming at developing the country programme according to the Country Programme Strategy.

Overall Responsibility:

1. To manage all aspects of Islamic Relief Sudan's Programmes and humanitarian response work, including technical support and supervision, development of effective monitoring, evaluation and reporting systems.
2. To provide strategic leadership and technical backstopping to the programmes ensuring the development and utilization of best practices for specific technical interventions and coherence and programming excellence of the same.
3. To represent Islamic Relief to partners (government authorities, donors, INGOs, local NGOs, CBOs etc)

Key Roles/Responsibilities:

1. Responsible for leading the processes of developing and implementing a detailed sector strategy, approaches to work, and annual operational plans, including inputs into Country Strategy Paper.
2. In consultation with, project coordinators, communities, local government authorities, non-state actors, and relevant national technical departments, supervise the design of proposals. This responsibility also includes the submission and presentation of these proposals to potential funding donors.
3. Represent IRS to the Government, the UN, other international agencies, donors and other bodies including the media in liaison with the Country Director
4. Proactively identify opportunities to build key stakeholder relationships
5. Ensure appropriate liaison and negotiation with project partners, NGOs and international agencies etc, to monitor and review programmes and to co-operate and co-ordinate as appropriate.
6. Prepare and update IRS's Emergency Preparedness Plan. Also, Implement emergency projects as required, based on proper needs assessments and in a timely manner.
7. The HOP will ensure that programmes activities are continuously monitored, and evaluated as appropriate. IRW believes it is important that monitoring efforts begin to more systematically and comprehensively examine the impact of IRS's work in addition to looking at the outputs of same.
8. Ensure that annual budgeting, planning and reporting is conducted according to IRW's regulations and in accordance with donor contractual agreements. This may be achieved by identifying under-spend/over spend of funds and taking corrective action.
9. The HOP is the budget-holder for the Programmes budget and is therefore ultimately responsible for it.
10. Providing feedback to staff on the progress and achievement of individual programmes/projects based on periodic reports and visits.
11. To ensure effective coordination within and among the sector's team to resolve any instances of lack of clarity for executing responsibility within the team.
12. To deputize for the Country Director when requested to do so. It is estimated that this task will involve up to 10% of the HOP's time.

Programme Administration Responsibilities:

1. Develop annual operation plans for programme sectors and monitor compliance to the same.
2. Develop, finalize, and monitor the programme budget, including undertaking corrective actions to maintain expenses within the approved budget.
3. Submit donor and HQ narrative/progress reports as required.
4. Managing all persons directly reporting to the Head of Programmes and resolving differences, if any.
5. Executing all responsibilities towards human resource development of the programmes' staff such as supervision meetings, annual reviews, identification of training needs and career planning guidance.
6. Assist the Country Director in all matters related to delivery of IRS assistance and bring to CD attention any administrative constraints arising from rapidly evolving situations in the field;
7. Liaise with Regional offices, sub-offices, and field units and undertake visits to view project outputs and beneficiaries, inspect offices, places and points where IRS's assistance is received, in order to ensure that progress is made in the achievement of project objectives;
Authority:

1. To approve expenses incurred in the functioning of the programme, provided that these expenses are included in the approved budget.
2. To take strategic and operational decisions as required and within the framework of the country strategy plan and operational plans to ensure effective functioning of the programme.
3. To approve leave applications and travel of programme staff.
4. To take disciplinary actions, in accordance with the personnel policy manual and in consultation with the HRM.

PERSON SPECIFICATION
Essential
• Substantial experience in managing Emergency Response Operations with international NGOs.
• Substantial experience in staff management (especially managing large teams working in locations of conflict and disaster) and a proven ability to lead and develop a diverse, multidisciplinary and multicultural team.
• A proven track record in proposal development and management of relations with donor institutions which requires good diplomacy, tact and excellent negotiation problem solving skills.
• Sound knowledge of/and commitment to participatory approaches to working with communities, and innovative approach to working on these issues with a proven commitment to people empowerment methodologies.
• Broad experience in financial management, including the development and management of budgets and the ability to establish and maintain sound financial controls.
• Successful Experience in managing grants and budgets in large emergency operations.
• Knowledge of quality assurance and monitoring and evaluation experience
• Very good report writing skills
• Good budgeting knowledge
• Good planning and analytical capacities.
• Sympathetic to principles of Islamic Relief Work.
• Good working knowledge of Microsoft Applications

Desirable
• Experience of working with various INGOs in developing countries.
• Community development experience.
• Experience of successfully fundraising and dealing with EC, ECHO or DFID.
• Ability to speak and write in the Arabic language
• Knowledge of Word, Excel and PowerPoint.
