Reports To: Country Director Location: Dakar, Senegal(with frequent field visit in CCF zones of intervention & Community Health Consortium partners' areas of intervention) Status: 1 year Posting closes, 10/21/08 Background: CCF Senegal office opened in 1985 initially focusing its efforts to support sponsored children within their communities through community development programs. Projects in Senegal are funded by a various donors, the major ones being USAID and the World Bank. Christian Children's Fund (CCF) won a large 5 years USAID award on Community Health leading a consortium of six INGOs targeting approx 95% of the country. Position Summary: Under the direct supervision and guidance of the Country Director with close contact with the other members of the Senior Management Team (SMT), the Grants Unit Manager manages the Dakar-based Grants Unit with direct links to the Program Department, Health Coordination Unit, Finance Department, Operations, & field offices, the West and Central Africa Office. The successful candidates will also work in coordination with CCF HQ New Business Development Unit and the Grant Compliance unit based in Richmond, VA-USA. The Grants and M&E Manager plays a critical role in planning, monitoring and coordinating CCF Senegals new and ongoing grants-funded programs. Principle Duties and Responsibilities: After becoming familiar with CCF Senegal programs through a thorough review of program materials, orientation with key staff and field visits: Lead proposal and budget development process for all proposals to public and private-sector donors for CCF Senegal. Serve as team leader and primary writer for large-scale APS, RFA and CfP submissions in consultation with CCF HQ technical advisors. Lead all required baseline surveys. Monitor and facilitate compliance of programs with donor and CCF commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations and requests for derogations, etc. Oversee all internal, external and sub-grantee reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and CCF requirements. Ensure timely and quality collection of data as requested by donors for monitoring and evaluation project purposes Oversee grant and sub-grant tracking, ensuring forward planning and preparation for donor report writing, adherence with CCF-International policies requirements and timelines and timely submission of sub-grantee reports. Serve as Advocacy Focal Point for CCF Senegal: review, compile and write advocacy position papers and statements; liaise with CCF Other WCA Countries, the WCA Region and the CCF Washington/NY Offices on advocacy issues. Develop a monitoring-evaluation centralized system for all CCF Senegal activities using all indicators collected by projects (grants and sponsorship funded programs), existing software, develop tables and organize collection of data, ensure treatment of data and reporting/training, follow up action plans based on those results. Conduct monitoring visits to field locations and provide capacity building and training for Dakar and field staff (including our Community partners) on reporting and donor compliance issues as necessary. Undertake other tasks as requested by Country Director or his designate. Link with Finance Department Ensure that monthly analysis of Budgeted vs. Actual (BvA) is provided by the Finance Department for each grant and recommend the necessary actions to concerned departments. Participate actively in the grants Audit preparation; implementation and follow up ensuring adequate & systematic participation of the program department at all stages of the process including the field follow up. In liaison with finance and program departments ensure that monthly or periodic financial and program grant reports are accurate and submitted in a timely manner. Communication/Reporting Keep the Country Director and all concerned and interested parties informed of all significant grants developments. Compile and submit to the Country Director formal donor reports, routine field reports outlining accomplishments and recommended actions. Coordinate the production (for the programmatic component) of the quarterly CCF report and CCF annual reports (or triennial for the investment plan) and submit them to the Country Director. Ensure information sharing among the CCF various actors (staff, partners, region, HQ, donors, government, etc through meetings, site visits and useful reporting mechanisms. Play a networking role to improve overall team working relationships and CCF's positioning in our field of operation and Dakar and in the WCA region. Maintain frequent and regular communications with colleagues in National Office, Director Health and other Field Managers in others project sites. Request and review reports before submission to the Country Director. Key Working Relationships Reports to the Country Director. Strong communication link with SMT members and other staff Work in collaboration with all CCF Staff Liaise when necessary with other CCF Regional, Africa, European Affiliates, or Richmond based staff Required Competencies: Degree (Masters preferred) in international relations or another field relevant to CCF Senegal programmatic work. Fluency in both French & English. Excellent writing skills. 3 to 5 years of international NGO field experience in a similar position: grant management, proposal development (program narratives and budgets) and donor reporting. Knowledge of US (USAID), and other donors EU, UN... donor regulations, procedures and requirements. Proven ability to develop winning proposals to public and private-sector donors. Excellent organizational skills, ability to determine priorities and attention to detail a must. Ability to work in a multicultural context as a flexible and respectful team player. Willingness to travel to the field on an ad hoc basis. High-level of knowledge and practice with Word, Excel, Outlook, etc. required.
